84th Session Updates (2015)
Several bills were passed during the 84th Legislation Session relating to school safety and security. The following sections detail these bills while drawing attention to their implications for schools.

HB 10: Child Trafficking/Prostitution
Amended trafficking, prostitution laws for offenders, victims, witnesses.

HB 1783: School Crime Reporting
Related to the right of a school employee to report a crime and persons subject to the prohibition on coercing another into suppressing or failing to report information to a law enforcement agency; creating a criminal offense.

HB 2186: Suicide Prevention Training
Related to suicide prevention training for educators in public schools.

HB 2684: School Officer Training
Related to the creation of a model training curriculum and to the required training for certain school district peace officers and school resource officers.

SB 11: Concealed Carry
Related to the carrying of handguns on the campuses of and certain other locations associated with institutions of higher education; providing a criminal penalty.

SB 66: Epinephrine Maintenance & Administration
Related to the use of epinephrine auto-injectors on public school and open-enrollment charter school campuses and at or in transit to or from off-campus school events.

SB 97: E-Cigarette Regulations
Related to regulation of the sale, distribution, possession, use, and advertising of e-cigarettes, cigarettes, and tobacco products; amending provisions subject to a criminal penalty.

SB 108: Definition of Age of Child
The amendment revised TEC 37.141 definition of a child to be a student, be at least 10 years of age and younger than 18 years of age. The previous Legislative session defined child as younger than 17.

SB 133: Mental Health First Aid Training
Expanded eligibility for the mental health first aid training program.

SB 382: Automated External Defibrillator Training
Related to public school educator continuing education credit for instruction on the use of an automated external defibrillator.

SB 507: Video Cameras
Related to the placement and use of video cameras in self-contained classrooms or other settings providing special education services.
