4.2 Channels for Requesting or Providing Assistance

Schools are local governmental entities under Chapter 418 of the Texas Government Code. Cities and counties are political subdivisions. The mayor of the city and county judge (or their designee) is Emergency Management Director. Districts should channel requests in the proper manner through the jurisdiction’s designated emergency coordinator.

Schools should work through their city or county emergency management office while making or responding to requests. The state uses the State of Texas Assistance Request (STAR) to process requests. The STAR is the primary electronic form and method for any jurisdiction or eligible local organization to request state resources whether in a named disaster or for a local emergency. Designated staff should obtain personalized permissions for account access. Your Texas Division of Emergency Management District Coordinator or your local Web EOC administrator can direct you regarding eligibility for access and/or appropriate contacts.
