Welcome to the Texas School Safety Center's Reunification for Schools Toolkit. This Toolkit includes resources from multiple organizations and agencies to assist you with accomplishing multi-hazard emergency operations planning for your school district, open-enrollment charter school, or public junior college. Below, you will find a link to the Reunification for Schools Annex course, a list of annex and appendix documents, trainings, and additional resources. As future research is conducted, resources in this Toolkit will be updated.

This toolkit supports the Reunification for Schools Annex online course, linked below, that will assist you with creating your district's Reunification for Schools Annex using the templates created by the Texas School Safety Center.

Section 1.0: Plan Documents

This section includes documents needed to create your Reunification for Schools Annex.
Section 2.0: Trainings

This section provides information and links from multiple agencies to trainings not only directly connected to the online course, but also additional suggested trainings. Unless stated otherwise, listed trainings are free for school districts, open-enrollment charter schools, and junior colleges to attend. These trainings strengthen professional competencies in school safety and are structured to build practical knowledge.

This section provides additional resources from the Texas School Safety Center, state, and federal agencies.
Section 4.0: Tabletop Exercises

In May 2026, the Texas School Safety Center, in collaboration with the “I Love U Guys” Foundation, will be offering a full-day Reunification for Schools tabletop exercise that will be based in a non-shooter scenario.
