This section delivers resources from the Texas School Safety Center, key state and federal agencies.

  • Texas School Safety Center Resources

    The templates developed by the Texas School Safety Center are intended to establish a baseline framework to ensure effective safety and security measures. If a district chooses to modify the template, the TxSSC recommends only adding information specific to the district's capabilities and not removing any existing content.

  • After-Action Review Template
    • This template supports the completion of after-action reviews. It is considered best practice to conduct an after-action review following every drill, exercise, planned event, and emergency incident.
  • After-Action Review Example
    • This document provides an example of a completed after-action review following a fire drill.
  • Drill Documentation Template
    • This template enables schools to monitor their progress toward meeting district EOP drill requirements. Maintaining records of drills conducted at each campus or facility is essential and helps districts prepare for required safety and security audits.
  • Drill Evaluator Template
    • This template serves as a structured tool to document observations of a drill, assess whether the campus met its intended objectives, and identify actionable opportunities for continuous improvement.
  • Pre-Drill Planning Template
    • This template enables schools to clearly define the primary purpose of a drill and establish measurable objectives in advance. It also guides key planning decisions, such as whether the drill will be announced or unannounced, if multiple response actions will be evaluated, and whether specific areas or student populations will be the focus.
  • Post-Drill Assessment Template
    • This template enables schools to systematically document lessons learned and evaluate performance for each drill conducted throughout the school year, supporting continuous improvement and operational readiness.
  • Post-Drill Campus Feedback Template
    • This template establishes a feedback system that ensures all participants can contribute to evaluating campus and facility drills. It provides students and staff with the opportunity to share insights that help administration enhance procedures and improve overall preparedness.

    • This questionnaire enables the School Safety and Security Committee or the Emergency Operations Plan (EOP) Planning Team to capture staff expertise and insights related to training, drills, and emergency incidents to aid in planning.

    • The Texas Division of Emergency Management (TDEM) offers a diverse curriculum of emergency management and hazardous materials training for Texas emergency responders, as well as state, local and regional officials, and volunteer organizations active in disasters.
  • Guidelines for Multi-hazard Emergency Operations
    • TEA has established guidelines, around training and drills, to ensure the safety and security of students and staff with disabilities or impairments. Per Texas Education Code 37.1086(b), districts must follow these Guidelines for Multi-hazard Emergency Operations.

  • Homeland Security Exercise and Evaluation Program
    • The Homeland Security Exercise and Evaluation Program (HSEEP) establishes guiding principles and a standardized framework for managing exercises. It provides a consistent approach to exercise program management, design and development, conduct, evaluation, and improvement planning.

    • Ready is a national public service campaign aimed at educating and empowering Americans to prepare for, respond to, and mitigate emergencies, including both natural and human-caused disasters. Its primary goal is to promote preparedness through active public engagement.
  • National Preparedness Training and Education
    • The Federal Emergency Management Agency (FEMA) delivers premier training and education to the nation's first responders, emergency managers, and members of the whole community. These programs are offered through a comprehensive network of institutions and partnerships managed by FEMA's National Preparedness Directorate, including the National Training and Education Division (NTED) and the U.S. Fire Administration's National Fire Academy (USFA).
