This section includes documents to support a school district with conducting a Safety and Security Audit of facilities.

Safety and Security Audit Annual Supplemental

The Annual Supplemental is a maintenance document which captures amended laws identified by the TxSSC after the audit resources are published. It provides updates necessary to keep the audit process accurate, consistent, and compliant. Districts should use the Annual Supplemental to update assessment questions and ensure their audit activities reflect the most current guidance as they progress through the audit cycle.

It will be published on the first Monday in September on the Safety and Security Audit Toolkit website:

The Safety & Security Audit Plan Template developed by the Texas School Safety Center serves as a comprehensive framework for conducting the state-mandated Safety and Security Audit. This template outlines the procedures, identifies key stakeholders, and specifies the resources necessary to facilitate an effective Safety and Security Audit.

Records Review Assessment Tool

This tool is used to evaluate the district's written safety and security documentation, including policies, procedures, and guidelines. It helps identify areas for improvement, document commendable practices, and provide justifications for findings based on the review of official records.

Safety Climate Assessment

A safety and security climate assessment helps districts understand how students, staff, parents, and the broader school community perceive safety beyond basic compliance. By capturing whether safety is truly embedded in daily culture, not just documented in procedures, it offers a deeper view into the lived experience of safety across campuses and facilities. The Texas School Safety Center recommends conducting these assessments at least annually for all stakeholder groups. Districts may develop their own localized survey or use a vetted third-party tool to ensure the assessment meets their specific needs.

This tool assesses how the district's written safety and security policies are implemented at the campus or facility level. Through interviews with staff and stakeholders, it identifies strengths and areas for improvement.

Final Report Template

This is an internal report of audit findings for use by the district. The Final Report is submitted to the district's governing board to summarize the audit results and ensure identified items are brought to the attention of decision-makers.
