Texas Education Code 37.0812(c) states a school district may not contract for the provision of active shooter response training under this section unless the training provider is certified under Occupations Code 1701.2515, to provide the training. This active shooter provider certification applies only to training provided on or after December 1, 2024.

Texas Education Code 51.221 states an institution of higher education, as defined by Texas Education Code 61.003, may not contract for the provision of active shooter training for peace officers commissioned under this subchapter unless the training provider is certified under Occupations Code 1701.2515 to provide the training. This active shooter provider certification applies only to training provided on or after December 1, 2024.

Occupations Code 1701.2515 states an individual or a legal entity may not provide active shooter training to peace officers of students or employees at a public primary or secondary school or an institution of higher education unless:

  • the individual providing the instruction is certified by the commission under this section to provide the training; and
  • if the training is provided by a legal entity, both the legal entity and the individual providing the instruction on behalf of the legal entity are certified by the commission under this section to provide the training.
