Peace officers have a duty to stop or prevent another peace officer from the use of excessive force. If the use of excessive force by a peace officer is witnessed by another peace officer, they are required to promptly make a detailed report of the incident and provide the report to their supervisor. Peace officers are prohibited from using choke holds, carotid artery holds, or similar neck restraints when searching or arresting a person unless it is necessary to prevent serious bodily or death to the officer or another person.
