5.0 Writing the Plan

Thus far, the planning team has evaluated the many intricacies of the various threats and hazards faced by the district and its population. Decision-making processes relating to the delegation of responsibility for carrying out the actions necessary to prevent, protect, respond to, and recover from all threats and hazards have established a concept of operations in how the district will respond to emergencies and catastrophic incidents. However, these efforts are only valid if they are effectively documented. This section discusses how the planning team documents their efforts in order to actually “write” a high-quality EOP.
