5.0 Writing the Plan
The planning team has evaluated the district’s hazards. Decision-making processes relating to the delegation of responsibility for carrying out the actions necessary to prevent, mitigate, prepare for, respond to, and recover from all hazards have been determined. Concepts of operations in how the district will respond to emergencies and incidents have been established. These efforts are only valid if they are effectively documented. This section discusses how the planning team documents their efforts in order to “write” a high-quality multi-hazard EOP. It is important to note that not all incidents are the same, therefore, the flexibility, interpretation, and application of the EOP may vary.
