4.0 Defining a Concept of Operations

The district’s concept of operations depicts how the district will respond to emergency situations. The concept of operations is specifically defined within the district’s EOP and influences a high-quality EOP in its entirety. To define its concept of operations, the district must review the threats and hazards it is at risk to and establish processes that address the unique needs of each anticipated response. These processes facilitate the establishment of an emergency operations organization and the delegation of responsibility.

Each planning template provided by the Texas School Safety Center contains a sample concept of operations. The district planning team should modify this sample text to adequately define how the district carries out the specific function or addresses the specific hazard for which the template is designed.
