4.0 Defining a Concept of Operations

The concept of operations section of the EOP outlines how the district will respond to emergency situations. The concept of operations (CONOPS) identifies special coordination structures, specialized response teams, or resources needed, and other considerations unique to the type of hazard. To develop the CONOPS, the district must review the hazards and establish actions that address each unique need. The CONOPS should briefly address direction and control, alert and warning, and continuity matters that may be dealt with more fully in annexes. These processes facilitate the establishment of an emergency operations organization and the delegation of responsibility.

Each planning template provided by the Texas School Safety Center contains a sample concept of operations. The district planning team should modify this sample text to adequately define how the district carries out the specific function or addresses the specific hazard for which the template is designed.
