JCAR Audit Cycle 2018-2021

The reporting period for the 2018-2021 public junior college safety and security audit cycle opens April 15, 2021.

The Texas School Safety Center (TxSSC) is posting a PDF copy of the JCAR questions for informational purposes only. The online reporting system (JCARtool) used to submit your audit data to the TxSSC will open on April 15, 2021 and must be completed by September 15, 2021. The JCARtool is the only accepted method for submission and all submissions must take place while the JCARtool is open.

No further question additions or deletions are anticipated, however, the online JCARtool, opening on April 15th, will be the official JCAR of record that all districts must complete to comply with the reporting requirements of this audit cycle.

2018-2021 JCAR Audit Cycle questions

The Texas Education Code (TEC) 37.108(b) requires each junior college district to conduct a safety and security audit at least once every three years and the 2018-2021 audit cycle is ending on August 31, 2021. By August 31, 2021 each junior college district shall complete safety and security audits of all district facilities.

In addition, the TEC 37.108(c) requires public junior college districts to report the results of their safety and security audit to the TxSSC in the manner required by the TxSSC. The JCAR tool referenced in this notification is the official reporting tool. The report must be completed and submitted to the TxSSC by September 15, 2021.

TEC 37.108(c) also states that the report must be presented to the board of trustees and signed by the president of the junior college district.
